Someone's selling the windows port: http://xchat.org/windows/ which isn't a GPL violation because source code is posted for free download on the windows port's site. This works because X-chat is hard and complicated to build; thus, the user is paying for "packaging" and "distribution" fees rather than for use of the software, and can simply build it him/herself if they wish.
