Well the bin directory should contain a mysqld.exe, but you don't report whether you've verified this. Anyway, if you're only just starting out, I would suggest you grab the latest 3.23 or 4.0 version via www.mysql.com and start with that. Follow the instructions of the manual included with that version, or online at http://www.mysql.com/doc/W/i/Windows_installation.html No sense in starting out with such an old version....
