Well that's called a forum and it's not at all like a mailing list :-) But yes there could be a forum, but there are already some on the net www.devshed.com have a mySQL part and a Perl part and a PHP part. Plus a forum requires servers, space, web hosting, DNS, maintenance, moderation, programming.. the mailing list is al up and running.
