While we don't support admining a db from a gui you may be interested in
www.gnuenterprise.org's Forms client.  It is partially inspired by
Oracle's old SQL*Forms product and runs on both win32 and *nix platforms.
We're supporting drivers for the following....

 DB2, Informix, Ingres, Interbase, ODBC, Oracle,
 PostgreSQL (pygresql, popy, pypgsql, psycopg)
 MySQL, SAP-DB, Sybase, SQL-Relay

and you can mix and match backends on the same forms.
