Yes in this server release exists a wait timeout which makes the service shutdown takes this time. However this server has a bug with shutdown which was fixed starting from 3.23.48, you should notice that now the time for to make the shutdown depends of the clean up that the server needs to do. > for the NET STOP to finish executing.
