About default MySQL privileges on Windows you can read at:
       http://www.mysql.com/doc/W/i/Windows_running.html

By default 'root' user has no password. How to create new user, how to
change password etc. these all are described in our manual:
       http://www.mysql.com/doc/D/e/Default_privileges.html
       http://www.mysql.com/doc/A/d/Adding_users.html
       http://www.mysql.com/doc/A/d/Adding_users.html

You can run MySQL in FAR manager window or something like that.
