I had the same problem, it drove me up the friggin wall until I finally found the answer...
Read the manual very carefully on how to set up user permissions. Pay particular attention to the description of how wild card permissions are applied. That's what was killing me... Also pay particular attention to the section on security... making the server directly accessible is going to expose you to possible hacker attack, make sure you know what you are doing...
