To convert correctly from upper case to lower case and vice versa you should specify proper character set. If you look into *.conf files in the charsets dir you can see 4 arrays there. Two of them, to_lower[] and to_upper[], contain the lowercase and uppercase characters corresponding to each member of the character set. What character set do you use in MySQL?
