If you with Linux, you can use the 'sysctl' programm. sysctl -h gives you the parameters (i.e -u is for the maximum number of processes created by a user). I use the sysctl command in the safe_mysqld script to increase this number. if you want to set a parameter systemwide you may also use /etc/sysctl.conf.
