I think what Norm is trying to do (Norm correct me if I'm wrong) is
search a DOS-based database using a script from Excite. But the database
exists on his personal computer, not the web server. The data has to be
updated on the server, but in a format searchable by the script. Seems
to be the hard way of doing things, or am I missing something?

Why not ask your ISP whether MySQL is installed, and if so, use that?
You will need a 'front-end' to access the database once built, written
in PHP or Perl - dead easy. You can even install MySQL at home and then
use PHPMyAdmin to update the web server.
