My 3.23.51 builds seem to have the same problem.
Since PHP access it properly, and the MySQL client can with the proper variable setting, I guess I'll just leave it alone.

You don't say what OS you're on, but this was broken in Windows builds until MySQL 4.0.13 (which is the latest stable version, btw.)
