I think it is because the REVOKE command is for stopping some user PRIVILEGES and not removing the user from the system.
In fact we always tell MySQL to REVOKE some/all rights from some/all databases. We don't tell it to remove the user or change his/her PASSWORD. Maybe MySQL should implement a REMOVEUSER command.
