That depends on what programming languages that you know how to use. You could use PHP, Perl, Python, Java, C++, ASP (if you're on Windows) or many others. All of these are available for free but you need to know how to use them. If you're looking for a GUI driven program and you are already familiar with Access then you are probably better continuing to use it. You can use Access to connect to MySQL.
