Well, I went another route and set the password using mysqladmin as follows. Once I did that, I could get into 'mysql' database and modify the user table.
C:\mysql\bin>mysqladmin -u root password password1 C:\mysql\bin>mysql -u root -ppassword1 mysql Welcome to the MySQL monitor. Commands end with ; or \g. Your MySQL connection id is 25 to server version: 4.1.1a-alpha-nt Type 'help;' or '\h' for help. However, I can connect from remote with almost any tool(SQLYog,MySqlCC,jdbc), just not localhost. So you might want to try one of these tools from local and remote and then modify the user table.
