I hate to say this, but you may want to look into FileMaker if you don't know a lot about databases and programming. You'll be able to get things up to speed a lot quicker and other users would be able to learn it fairly easily to help you out. I often use FileMaker to prototype a database and then create the finished product in MySQL/PHP. It can handle you pictures and creating a web interface is just a button click away.
