What I have in mind is to monitor the Read_Master_Log_Pos, Exec_master_log_pos with the master server and only allow small differences like ~10000. And also checking the other Slave_* values.
Most business accounts and many home accounts can get a static address.
Your master has no way of knowing the slave IP address has changed.
Quit banging your head against the wall.
Contact your ISP and request a static address.
