I've never run the mysql server under Windows, but I assume the manual is accurate <http://dev.mysql.com/doc/mysql/en/Windows_server_first_start.html> and <http://dev.mysql.com/doc/mysql/en/NT_start.html>.
You must configure phpmyadmin so that when it attempts to connect to mysql, it uses a username-password combination that mysql will accept. If you have a mysql user with no password, you can use that, but I wouldn't recommend allowing any unauthenticated connections to mysql. First, make sure mysql server is running.
Second, make sure you have properly configured phpmyadmin in file config.inc.php. In particular, you have to set how phpmyadmin will connect to mysql (user and pass).
