As I understand the filters have to applied at every > neighborhood box, and may be just too much trouble to install.
typically they look like 2 inch bullets and I think last time I looked at buying one, they were like 5$ a peice retail, so they might figure its easier to give you the cable than install the filter, if they didnt remember to install the filter in the first place. I live in an apartment complex, so I think they thought it was smarter to run the filters than worry about stealing cable
