I'm probably best-equipped to answer questions about this gadget, since I 
wrote the driver for Plextor.

What format would you prefer?  Hardware-based MPEG4 is the main selling
point of the device, and it would seem to be the optimal compressed format
for PVR systems at this time.  If it makes a difference to you, MPEG1 and
MPEG2 support will be in there by the end of the week with H.263+ support
following shortly.

The on-board tuner is fully supported for North America models of the
TV402U in the driver version currently posted.  EU and JP tuner support
will follow as soon as we have a QA process for them.  -Nathan
