Rachel,

I use an X Cut carbide to remove most of it, then I switch to either a
diamond cone or the sciver bit to remove the rest, that way you are being
gentle on the nail.  You could also use a sanding band.  It doesn't take
long and if you are careful, you won't trash the toenail at all.
