 I figured this out while trying to soak off both of my hands one day...  Use 
little strips of flex wrap to secure foil around the finger.  It is self 
sticking and works well... you can buy it online at the www.industrysource.com 
or many other online sites.  Also petsmart sells it fairly cheap.  I comes in 
different widths... the narrower one is good for this....  check around 
tho..many sites sell it higher priced...  I usually buy a roll for like 1.47 or 
something like that.

You mentioned that you are making up foil and cotton packets..how
exactly are you doing that?  I have just always used cotton balls
soaked in acetone and wrapped the foil around the finger and squeezed
to secure.  That does not always hold well, and I was just wondering
