Are you using Protein Bond as your prime?  That usually takes care of any
fill line.  My guess is that you may be getting some product on the cuticle
area and that is why they are lifting.  If you flood the cuticle area with
PB, that will happen as well.  Are you sure you are removing all non-living
tissue from the cuticle area?  Are you applying your product too thick at
the cuticle area?
