Sherri, yes they can all be used as overlay polish replacements, but these gels (EZFlow, NSI, IBD - not the NEW IBD one, etc), while they maybe called "soak-off" gels they really don't, and they do not soak off under 10 minutes. When using these gels you are doing an enhancement service, these gels bring strength, far more strength than Shellac, Gelish, eco and most likely these new systems as well.
