No, they are not powdered paints. If you were to try and mix them with water 
they wouldn't reconstitute into paint. 

I have purchased at Michael's the exact same pigments that CND is selling. I 
found them in the section where the stamping and embossing supplies ate. They 
came in a package of 12 and there were 2 different sets, one metallic/pearl and 
the other matte. If I remember correctly they were about $22 each. I've used 
them to make colored acrylic, gel, as eyeshadow, in lipgloss, and as CND 
suggests.
