I suspect I might be come after with pitchforks for this analogy, but here goes... ;)
Look at it from this perspective: it's the responsibility of the various Departments of Transportation (and other Governmental and Private authorities) to upkeep roads, but it's not their job to fix your car. If your car is broken, you may be stopped by a police officer, but he's not going to fix your car either.
