Isn't this just business, there is a huge untapped VOIP and mobile market in China and Cisco is a vendor that sells these products. As a shareholder I would be disappointed if they didn't want a share of this.

Learning a new human language only takes a couple of years to get fluent enough to handle a job in the tech field. Salaries in these countries may be low from a US perspective but they are usually high within the local economy of the foreign country.
