Or, perhaps, schools just adjust times a little bit to accommodate. Also, I live in upstate NY, and even with the current time implementation, there was plenty of times that I was out for the bus when it was dark already. I don't mean to sound like 'when I was a kid, uphill, both ways' here, but I certainly can't find any references to a massive uptake in kids getting doinked by cars at dark bus stops in that 70s experiment.
