I was able to duplication the error using MSBuild from the command line. 
Apparently since I wasn't specifying Configuration=Release it wasn't trying to 
run sgen.exe.

I did some more testing an research. It seems that MSBuild uses the 7.0a SDK 
and not the 7.1 SDK. It looks like there is a way to specify it... however, I 
couldn't figure it out. I see that there is a way to specify it in the C++ 
application. Perhaps native only? I'm not sure.

There is a tool WindownSDKVer.exe (This is the "SDK Configuration Tool" in the 
program files\Microsoft Windows SDK 7.1\Visual Studio Registration) that you 
can run to set the SDK to 7.1. However, this didn't seem to make a difference 
at all when I ran MSBuild.

Finally I looked on my dev machine and saw that I didn't have the 7.1 SDK... 
Well that makes sense cause I didn't install it. On my dev machine the 7.0a had 
a lot more files. Apparently VS Web Dev doesn't install a bunch of stuff that 
Visual Studio does. I did find on line that people said they had to install VS 
C# Express to get sgen in the 7.0a folder. Anyway... I just copied the 7.0a 
folder from my dev machine to the build server. Perhaps I could have done that 
in the first place without installing VSWD Express however, I still needed to 
get the RIA Services and Silverlight stuff on the build server and the SL SDK 
and Ria Services server only install didn't seem to do it. Sigh... why can they 
just make SDKs that actually give you what you need?

Anyway... you guys may want to look into it... see if there is a way to be able 
to specify which SDK to use during a build like you can specify the targeted 
framework. This is probably going to be needed to build VS 2010 C++ projects. 
It looks like it may be possible to set an ENV variable named SKDToolsPath or 
something. I didn't persue it further.
