If that allowed them to save something somewhere else.
Since I don't see why it would save them anything, it would seem that if
we can give them reasoanble ways to behave they will do so.

PS: Yes, some operators are handing out /60s. They seem to be operating
from a fear of scarcity and a lack of understanding of how much space
they have.
