The Viejas Band of Kumeyaay Indians -- already the first California tribe to buy a bank and build a factory outlet center -- is poised to become the first tribe in the nation, as far as anyone can tell, to own and operate its own television station. The East County tribe has signed a $3 million to $5 million deal to buy KDI-TV Channel 17, a small, low-wattage station in National City. "This is just another phase of Viejas' economic diversification," said tribal Chairman Anthony Pico. "There are so many reasons for us to get into television. Native Americans have never done it before. As usual, we're breaking new ground." The sale and broadcast license transfer must be approved by the Federal Communications Commission, a process expected to take two to four months. The 12,000-watt station now airs business news and Spanish-language movies and soap operas 18 hours a day. Also licensed in Mexico, its UHF signal can be picked up as far south of the border as Rosarito; North County viewers can get it, via repeater signal, on UHF Channel 43.
