In terms of computers, filesystem <https://en.wikipedia.org/wiki/File_system> has a very specific meaning. Perhaps you mean operating system with the best file manager? I'm not sure. Regardless, I don't know if there is very active UI related work being done on nautilus. Before nautilus is made touch friendly, GNOME as a community needs to solve a few fundamental issues regarding how best to support touch devices. This page <https://live.gnome.org/GnomeOS/Design/Whiteboards/Touchscreen> documents some preliminary efforts, and that might be a good place to get involved.
