The docker image sounds useful. However, building with Mingw on Windows would use the Unix makefiles. I've never tested that build combination and doubt that anyone else has done so recently either. Right now I'm focused on just getting Windows builds to work with nmake and MSVC. Mingw can come later, especially since it (at least currently) and MSVC are tied to different build systems. It would be nice to eventually adopt a single build system that would work well with all combinations of platforms and compilers, but discussing that seems somewhat premature.
