Following a meeting, some phone calls and some emails we now have a few
discussion points for *SIS Information Architecture - Business Processes and
People:*

1. Projects producing data should have a project reference number that is
recorded in their Discovery metadata. The NERC Discovery Profile based on
GEMINI2 should be updated to include this reference number.

2. Projects producing data should have the option of making their metadata
(discovery *et al*) and data services available to the 'Single Face of
NERC'.


   - Those projects not wanting to make their metadata and services
      available to the 'single face of NERC' should provide a
documented rationale
      behind this decision.
      - Those projects that do want to make their metadata and services
      available to the 'single face of NERC' should provide documented
estimated
      timings, volumetrics etc to the administrative function supporting the
      'single face of NERC'.

3. The point made in 2 infers that there is a need for human intervention as
the decisions are likely to be subjective. Thus an administration role seems
to be required that would oversee the population of the 'single face of
NERC', they would also check that metadata is supplied as and when expected.


   - A NERC Data Management Plan system may provide a way of informing such
      an administrator with the information they should expect to receive from
      Research Centres.

4. The Data Management Specialists (i.e. not the data providers/scientists)
at each Research Centre should be responsible for ensuring that the metadata
and data services are made available to the 'Single Face of NERC'.

5. The 'Single Face of NERC' is likely to need an ongoing programme of
promotion. The responsibility for this could rest with the administrator.

6. Management Information from the 'Single Face of NERC' should be produced
(we are assuming that the nature, frequency etc of this is being covered by
the Data Centre Metrics Project) and used to guide investment decisions.
This infers that a manager needs to have operational responsibility for the
'Single Face of NERC'.

7. If NERC wishes to retain its lead in this area it should retain a
Research Capability.
