Dave: I will offer an opinion. If you want to adhere to the intent of the requirement, run at full speed. If, on the other hand, the intent is to get the most favorable results run at the lowest possible speed that can be justified. The reason is very simple. Corrosion rates will, on balance, increase with increasing speed. Actually, the variable of even more importance is air exchange rate.
