There's a big difference between...

#1. "Joe is our best database person.  Everyone asks Joe for help, 
whenever they're working on tough database stuff."

and

#2. "Joe is our /officially anointed/ database person.  All database 
work must be done by Joe."

One of these does a better job of empowering the workers, enabling 
cross training, improving the agility of the team so that it can best 
balance the workload, etc.
