OK cool. Neo4j Enterprise has an open source license by default (AGPL, see: 
http://www.gnu.org/licenses/agpl-3.0.html) which you're implicitly using at the 
moment. 

If you don't want to use the open source license, then you should contact Neo 
Technology for a commercial license. As you point out, Neo4j Enterprise has a 
free 30 day commercial license which is intended for those folks who want to 
get started/evaluate Neo4j but cannot use the open source license.

I suggest 1.9.6 for your situation because you're already on 1.9.1 and so the 
upgrade is completely compatible. Moving to 2.0, the APIs are different and you 
*might* have to change your code, depending on which functionality you 
currently use.
