Indeed, an issue <https://jira.codehaus.org/browse/MNG-1378> has been open (in 2006!). The last 3 comments seem to prove Maven will never resolve test-jar dependencies :/
Wouldn't it be worth packaging a simple JAR (with no classifier)?
