The local substation could probably get a signal if a lot of load was turned on or off. They have to measure the load to decide if they need to switch the source of supply.

These days though it is unlikely that a significant number of homes would all be watching the same program.

In the states it is often reported that the water pressure drops during the commercial breaks on the main football game every year (the superbowl) as folks put off going to the bathroom until the play has stopped on the field.
