I discovered (or re-discovered) the photosensitive aspect last summer, and even tried to take advantage of that by building a box which specifically subjects a ring oscillator to varying light levels as a modulator. Yes the blue LED wash helps the neons in the rack maintain a more steady pitch. Their susceptibility to light seems to decrease as their pitch increases. Blue has the most effect, red the least.
