There was a large quantity of what was claimed to be IN-18 production equipment and consumables offered (for an absurdly high price) on ebay a few years back - it was dicussed on here at the time but the current price of tubes made uneconomical to consider. Maybe if they bought or had access to that, it would have provided a base from which to build production. Note that these are pinch seal tubes though, not pin bases, going by their size..
