time to replace the filter caps in the supply, at least... Whilst working at Allaire Studios (RIP) I saw something similar, except it was a crutch... the power supplies for the Neve AIR Montserrat couldn't often handle the inrush current drawn by the desk at startup, so there was a relay switch such that the supply was allowed to come up to voltage, then you fire the switch to connect it to it's respective bucket in the board.... even with this feature they would sometimes fold up and you'd have to power cycle and try again... the reason? Too much charging of rail decoupling caps to do all at once... but usually 2nd time's a charm. Sounds very familiar with your Neotek.... except it's usually not a thing with a Neotek.
