How about this suggestion?

nessus-update-plugins should check for multiple nessusd processes
running, and if found, print a "try again" message and return
a fail exit code (EAGAIN error?) when nessusd is scanning.

That is a very good point, we should see what can be done to trap the HUP 
operation and have it actually reload at an appropriate time.
