This was the case, basically. A lot of inconsistency between install methods. I did some more checking today and found that the text based install was significantly different and more detailed (in what packages could be selected) than the GUI install. The text based install provided a selection for sharutils. The GUI install does not. It appears if you initially install from the GUI install and don't select the "everything" option, you won't get uudecode. Post install, even if when I individually selected everything from the "Packages" GUI I didn't get uudecode. It would appear that the only option would be to manually find the sharutils package on the CD and install it from the CLI (since RH 8.0 does not contain any GUI front end for RPM management like GnoRPM). If I select "everything" in the GUI (initially) I did get uudecode even though it is not listed as a part of any package.
