If you are not at liberty to install Linux you are most likely not at
liberty to install or use a tool like Nessus anyway.
Nessus can be a powerfull tool to throw to an unprotected network. If you
want to allow someone to check security (s)he should be allowed freedom to
choose the best tool within a reasonable budget.
Nessus on a free unix like linux or bsd should fit that definition and
stay within almost any budget.
