My 2 cents.

Since it seems to add 
  Ping the remote host = yes   
  TCP Ping the remote host = no  
  TCP SYN scan = no               
  FTP bounce scan = no            
  Nmap tcp connect() scan = no  

In the scanner_set  

It would be nice to add those switches as options to the
update-nessusrc(or maybe it already is) along with a port range
option...

I haven't yet tried 1.3.x myself, but it looks like the format of the
SCANNER_SET block has changed in such a way that breaks update-nessusrc.

In the next day or two, I'll install the newer version and see about
updating my script.
