Well, it sort of is.  You can enable specific plugin ids using the '-i'
option.  What remains to be seen is whether listing plugin names, as
those strings seem to be, is valid syntax in the configuration files. 
But I just wrote you about this off-list.

update-nessusrc serves only to enable / disable plugins based on what's
available via the server; it isn't a general tool for changing the
client configuration file. 

Perhaps you'd be better off with several configuration files, adjusting
the port ranges in each.
