WASHINGTON (AP) - The chairman of the House Judiciary Committee is
threatening to subpoena Attorney General John Ashcroft because the
Justice Department has rejected a committee request to reveal how it is using
new anti-terrorism powers to monitor Americans.

In a letter sent to the Judiciary Committee last week, Bush administration
officials refused to detail how often they have used the new powers
under the USA Patriot Act.

The USA Patriot Act, signed by President Bush last year, gave the
government broad new powers to monitor people in the United States if
they are suspected to have ties with terrorists. The Patriot Act expands the
FBI's power to tap telephone calls, demand records from bookstores and
libraries and enter places of worship.

In early June, Sensenbrenner and Rep. John Conyers, the ranking Democrat
on the Judiciary Committee, sent Bush officials 50 questions seeking
details on how often law enforcement agents have used the new powers.

The Justice Department sent replies to some of the questions in late
July but left many of the most important unanswered, according to Jeff
Lungren, a Judiciary Committee spokesman.

WASHINGTON (Reuters) - A U.S. invasion of Iraq to topple Saddam Hussein
would mark a radical break in U.S. foreign policy, from a Cold War
doctrine of deterrence and containment to one of launching aggressive
first strikes against potential future threats.

"The United States has considered preemptive strikes in the past. There
was much talk in the early days of the Cold War of a preemptive attack
against the Soviet Union. However invading Iraq would be a radical break
with the past if they actually went ahead and did it," said Michael
Sherry, a historian at Northwestern University in Chicago.

Whether or not President Bush orders an invasion, he has already laid
the intellectual groundwork for what he called a doctrine of "preemption" in
a speech at West Point on June 1, a doctrine that grew out of the attacks
on the World Trade Center and the Pentagon last Sept. 11.

This is a neat resource you can use with your class.  It allows
students to get a better understanding of satellites and their orbits.
  The part most students enjoy is visually sighting satellites and
knowing what they are.  Use the J-Pass feature to put in your latitude
and longitude, or just use your zip code, and it will give you a list
of satellites visible in your area.  It will provide the time of when
the satellite will rise, set, azimuths for both as well as a printable
"sky map" to help your students locate them.  It's very easy and the
students will know when to look, where to look and what they are
seeing.  My own children have spent hours outside on the patio with
this exercise.  Try it out!
