***DEADLINE: OCTOBER 1, 2002***

The Dirksen Congressional Center invites applications for grants totaling
$50,000 in 2001-2002 to help teachers, curriculum developers, and others
improve the quality of civics instruction, with priority on the role of
Congress in our federal government. Areas of interest include designing
lesson plans, creating student activities, and applying instructional
technology in the classroom.

Teachers (4th through 12th grades), community college faculty, and college
and university faculty are eligible as are teacher-led student teams and
individuals who develop curriculum. Priority will be given to the following
disciplines: history, government, social studies, political science, and
education.

Institutions and organizations are not eligible. Inter-institutional
consortia and other groups of individual may apply, but grant funds may not
be used to defray indirect costs or overhead expenses. The funds are
intended solely to produce "deliverables" of use to classroom teachers.

Final proposals must be submitted by no later than October 1, 2002. Complete

The Center, named for the late Senate Minority Leader Everett M. Dirksen, is
a private, non-partisan, nonprofit research and educational organization
devoted to the study of Congress and its leaders. The Center created the
Michel Civic Education Grants to fund practical classroom strategies to
improve the quality of teaching and learning about civics, with a particular
emphasis on the role of Congress in the federal government. The goal of
education in civics, we believe, is informed, responsible participation in
political life by competent citizens. Current levels of political knowledge,
political engagement, and political enthusiasm leave much to be desired.
Part of the solution rests in better instructional practices.

Mentors Online will be offered again this evening for an hour beginning
at 8:00 pmE in the Teachers.Net Meeting Room

Tonight's mentors will include:

Grace Haskins/IL, a retired first grade teacher, author of The Spel-Lang
Tree, a set of two teachers manuals for teaching spelling and language
at the primary level.

Sheree Rensel-veteran of 21 years teaching experience, a National Board
Certified Teacher (Early Adolescence-Young Adult Art) presently serving
as a teacher in St. Petersburg, Florida. Holds a BFA, MFA, and one year
completed toward a Ph.D. in Educational Technology. Currently Florida
certified in Art K-12, Special Ed. (Emotional Handicaps)  K-12.

Hal Portner, former K-12 teacher & administrator, author of  Mentoring
New Teachers, Training Mentors Is Not Enough, and Being Mentored.

"Magoo", graduated college in 1994, at age 51 with a degree in
elementary education. Now works as a professional substitute in K-6,
Music, PE, Library. A member of the National Substitute Teachers
Alliance.

AFGHANS THIRST FOR WEB ACCESS
One might not expect the Internet to be high on the list of Afghanistan's
priorities, but Andrew Stroehlein says that among local journalists,
government workers and other educated Kabulis, "there is a real thirst for
access." Stroehlien writes about a recent media-training visit to Kabul in
which he instructed a group of Afghan journalists in online publishing. Many
returning Afghans, who became accustomed to the Internet while living
abroad, have found almost nonexistent access in Afghanistan. The capital
city of Kabul has only two Internet cafés, and in a country where the annual
GDP per capita is $160, four dollars an hour online is prohibitively
expensive for most Kabulis.
