Ack...  why the switch from rc1 to fc1???  There is no reason to
change that IMHO.  That being said, everything else looked ok tag
wise.

Now, patches-branch creation wise I agree with Dave.

Traditionally, we've made the switch to a branch when:

1) we stopped doing panic bugging because we blew a main release.
2) when someone needed to start committing serious changes again.

5.0 patches that happened a long time later.  5.1 patches happened
relatively quickly because Robert and I had major changes to do.  I
say we stick with that model and decide on a case by case basis as
needed.  Doing otherwise is invoking unnecessary rigid policy when it
hasn't been needed yet.  The only thing we need to make sure of is
that we don't apply major changes till after the branch has been
created, and that developers speak up when they need to apply major
changes.
