I think your question is partially answered through additional reading.

Download 5.1.2 source from http://www.net-snmp.org/download/,
and read these files (in no particular order):

  README
  FAQ
  PORTING
  CodingStyle
  AGENT.txt  (applies to UCD-SNMP agent and Net-SNMP agent, too)
  COPYING    (your license should be similar)


After reading, make sure that your copyright interests
are clearly marked in your source collection before you
present the sources.  Code that is GPL protected will
probably have difficulty being integrated into Net-SNMP,
but may still be available in the patch repository for users
that choose what your sources offer.  I believe that the
choice for keeping or removing the sources from the repository
belongs to the author.

If you decide to make your sources available,
the Net-SNMP team can begin discussing the details.

"decide to add" does not follow a well-worn path.
If your sources use the CodingStyle, and generally follow
the #ifdef conventions currently used, then the questions
revolve around organizing the sources into modules or applications,
checking for overlap with existing modules, reviewing the
existing modules that overlap to determine what pieces of
your source code "make sense" to incorporate into Net-SNMP.

And, there may be a completely different synopsis;
The only statement that I can make with certainty is :

     It Depends.

If this does not satisfy your request, please review
the mail archives to see how the team had reviewed past
submissions.  That will give you some ideas, we trust.
